Are cyclists safe on UK roads? Many drivers are unaware of the laws designed to protect vulnerable road users.

Research by the AA has highlighted concerns about driver awareness regarding significant changes to the Highway Code introduced in 2022, which established a ‘hierarchy of responsibility’ to enhance the protection of vulnerable road users.

The new hierarchy rule places a greater responsibility on those road users who can cause the most harm in a collision. It specifies that those in charge of vehicles with the potential for the greatest harm must take extra care to minimize risks to others. This means that car drivers have increased responsibility towards cyclists, and lorry and bus operators have additional responsibilities towards car drivers. Cyclists, in turn, have a greater duty to ensure the safety of horse riders and pedestrians.

According to a survey conducted by the AA, two years after the Highway Code changes were implemented, 42% of drivers remain unaware of these new responsibilities. This includes 30% who were unaware that the rule existed and 12% who believe the rule does not apply.

The AA is advocating for increased awareness efforts, noting that many drivers have not reviewed the Highway Code since their driving tests. “Three in 10 drivers admit they haven’t looked at the Highway Code since they passed their test,” says Tim Rankin, managing director of AA Accident Assist. “New drivers and learners are likely more familiar with the update, but long-standing motorists need to be informed about these changes.”

The AA suggests that an awareness campaign could be incorporated into existing government communications, such as reminders for car tax and license renewals.
